Kenneth E. Atkins, P.E., is an SME in Alternative Contracting Methods (Design-Build, Progressive-Design-Build, Construction Manager / General Contractor, & P3s), as well as Program / Project Bundling.
For approximately 11 years, he was with FHWA’s Resource Center, as an alternative delivery & program bundling SME. While with FHWA, he was directly involved in piloting the following Tribal CM/GC / Bundling FHWA Pilots: Gila River, Pueblo of Acoma, Pawnee Nation, Seminole Nation OK, Cahuilla Band of Indians, Kawerak Tribe, Eyak Tribe, and the Hualapai Tribe. Based on the success of these pilots, he was awarded FHWA’s “Administrator’s Award of Excellence” for his National Tribal Leadership.
His previous innovative delivery / bundling approach resulted in the simultaneous delivery of 1 Billion dollars / 18 concurrent projects, earning him recognition as one of Engineering News-Record’s (ENR’s) Top 25 Newsmakers.
Since 1992, he’s taught construction and leadership courses for the University of Florida, FHWA, U.S. Army and co-authored 7 national / international papers relating to alternative delivery.
In addition to his professional work, Kenneth serves as a Lieutenant Colonel in the United States Army.
